Mr. Bailey published an article titled 'Toward a More Complete Notice of Proposed Rulemaking: A Judicial Overview and Suggestions for Change' in the West Virginia Law Review, Volume 84 in 1982. He has lectured on several topics including federal court rules and procedures in West Virginia, current issues in municipal law, the Civil Rights Act of 1991, employment litigation, education law, and public contracts and procurement. He lectures frequently on legal matters at the National Business Institute and for Lorman Education Services.
