He became involved in his profession through his personal and academic background. He grew up in the Caribbean islands and studied economics and history, so he decided to take the Foreign Service Officer Exam.
Extended Bio Profile:
The Honorable Phillip Carter III has been a member of the U.S. Senior Foreign Service for seven years. He is currently serving as a U.S. ambassador to the Republic of Cote d'Ivoire. Mr. Carter's previous U.S. Department of State positions include: U.S. ambassador to the Republic of Guinea; principal deputy assistant secretary for African affairs; director for West African affairs; deputy director for East African affairs; deputy chief of mission and charger d'affaires in Madagascar and Gabon; economic and commercial Counselor in Bangladesh and Malawi; vice counsel and deputy principal officer in Winnipeg, Manitoba, Canada; and vice counsel of Mexico City, Mexico. Domestically, he has served as the domestic desk officer of the Dominican Republic, and worked in the International Financial Economist Office of Monetary Affairs.
Position Responsibilities and Duties:
Advancing U.S. foreign policy in Cote d'Ivoire; Ensuring the safety and welfare of American citizens and interests in Cote d'Ivoire; Supervising a staff of 60 Americans and 300 local employees; Managing the embassy's $3 million operations budget and a program budget of $127 million; Developing various government programs; Directing the President's Emergency Program against AIDS and other political environmental programs that have been implemented; Reviewing and approving the arrival of new staff members
