Mr. Vaughan was in the Peace Corps, and since his retirement has became involved with the Civitan International, the Northern Virginia Coalition on Domestic Abuse and OARFairfax, helping convicts assimilate back into the community. His service in the Peace Corps led him to understand there that are people whose circumstances cannot be overcome, and that better decisions need to be made on public policy.
