Ms. Munoz has spent over 30 years addressing social problems and their causes, solutions and human impacts. In the 1980's and 1990's, she also worked as a substance abuse counselor. She is committed to social justice, the enhancement of the quality of life, and the development of the full potential of each individual, group and community in the society. She seeks to simultaneously address and resolve social issues at every level of society, especially among the poor and sick. When the proposals for the Scattered Sites Housing Program were being written her boss asked her at that time to be involved with and in charge of the program, so she has, from the very beginning.
