Ms. Leary was previously the director of labor relations for Washington D.C. She was admitted to practice in the United States. She has practiced in the Court of Appeals for the District of Columbia Circuit in 1996, the United States District Court for the Western District of Pennsylvania in 1996, the Supreme Court of the United States in 1995, the United States Court of Appeals for the Seventh Circuit in 1994, the United States Court of Appeals for the Fourth Circuit in 1992, the United States District Court for the District of South Dakota in 1979, and the Supreme Court of South Dakota in 1978. She was a senior counsel for Wilford W. Johansen, a member of the National Labor Relations Board from 1987 to 1988. She has made various presentations regarding legal subjects at the Education Forum, Howard University's Third Annual ADR Forum and District of Columbia Joint Task Force on Compensation and Classification Reform panels among others. She is presently the associate vice chancellor for Labor Relations at the Office of the Chancellor in Minnesota State Colleges and Universities, St. Paul since 2000.
