Mr. Leong involved in the investigation of harmonics on the first high voltage direct current link between NI and SI, resulting in the introduction of high order harmonics filter at the terminals in 1960, introduction of ultra-high frequency telemetry system, Wairarapa electricity, first such system in New Zealand between 1962 to 1992, total upgrade of the supply system at Wairarapa. He introduced many 'Firsts' in the utilization of electricity, including embedded heating cables in concrete floors, use of aluminum bus-bars in large switchboards, use of diesel generators to take full advantage of bulk electricity tariffs, investigate the use of wind generators at Wairarapa in 1974. He maintained client base for over 20 organizations since start of consultancy from 1993 and present. He worked as a inaugural secretary for Auckland Utility Operators Group and development of the first code of practice for working in the road for the Auckland Region, received the standards New Zealand Meritorious Service Award in 2003. The Tom Leong Meritorious award was created by ESO in 2005. He is the first Chinese professional engineer in New Zealand, chief engineer of an electrical supply and distribution company for 22 years, worked for the Standards Council of New Zealand, Electrical Workers Registration Board in New Zealand. He received electrical safety award named the 'Tom Leong Electrical Safety Award.' over the past 52 years, he has been proud to record that there have not been any serious electrical accidents on projects for which he was personally responsible.
