What has been the most outstanding thing you have done thus far in your career?:
Mr. Phipps was recently selected to represent the Consumer Council System of Maine. This entails proposing legislation to establish an advisory council to the Maine Department of Health and Human Services in order to promote an effective mental healthcare delivery system as a result of the AMHI Consent Decree.
